Dozens of Planned Parenthood centers have shut down, but what's the real reason?

Planned Parenthood has closed 57 facilities across 20 states since January 2025, according to the pro-abortion group KFF.org. Yet even KFF admits that it isn't certain how many of these closures might have been the result of federal Medicaid and Title X defunding.

The Background:

In July of 2025, President Trump signed into law the "Big Beautiful Bill (BBB)," removing Medicaid funds from Planned Parenthood and other abortion providers — unfortunately, for just one year.

However, the bill went through numerous court battles before it finally went into effect, and at the time, Planned Parenthood announced that nearly 200 of their facilities would be “at risk of closure.”

In September 2025, it claimed that 50 of its centers had been "forced to close.”

But, as Live Action News documented, many Planned Parenthood closure announcements were misleading, because the abortion corporation was already planning to move toward an online virtual business model to consolidate facilities and remain financially solvent. (Consolidation of facilities and merging of affiliates isn't new for Planned Parenthood; this has happened more than once in the past.)

The Medicaid defunding measure is set to expire this July 4 if politicians fail to extend it or make it permanent.

The Details:

KFF noted (emphasis added):

Since January 2025, 57 Planned Parenthood clinics across 20 states have closed or consolidated with other sites. It is not clear how many of these closures are due to the losses in Medicaid and Title X funding or mergers with other clinics, but these closures reflect a reduction in access points for reproductive health care.

However, it is known that Planned Parenthood affiliates are increasingly offering services by way of virtual health clinics and through their PP Direct app — like those in the pro-abortion state of Illinois, where four Planned Parenthood centers closed in March of 2025, months before the BBB was passed by Congress. These planned closures were announced in January of 2025.

Strikingly, these closures happened in a state that is heavily funding abortion, which KFF noted:

In response to federal Medicaid and Title X funding restrictions, at least eleven states have enacted legislative measures or relied on executive action to use state-only funds to mitigate financial losses for Planned Parenthood and other reproductive health safety net clinics.

State strategies varied from covering full funding gaps on an ongoing basis to appropriating specific emergency grants and supplemental allocations. For instance, California has committed over $230 million in state funds and emergency grants to stabilize its extensive network of clinics, while other states like Maine, New Jersey, Oregon, Connecticut, Illinois, Massachusetts, and New Mexico have authorized targeted allocations ranging from $2 million to $8 million to offset lost federal Medicaid and delayed Title X funds.

Additionally, states like Colorado, New York, and Washington have implemented statutory mechanisms or supplemental budget proposals to guarantee continued state-level reimbursement for prohibited entities....

In 2023, Illinois Governor JB Pritzker announced his plan to funnel $23M toward pro-abortion initiatives, including abortion training and an abortion hotline, and more, even as the state attempted to shutter pro-life pregnancy centers. Illinois even announced an additional abortion fund in January of 2026 — the Prairie State Access Fund, in partnership with the Michael Reese Health Trust, which partners with private abortion organizations.

In other words, many of Planned Parenthood's closures were planned in advance, or did not come about as a direct result of the Medicaid defunding — though it is possible that some closures came about as a result.

But to see a clearer picture of the way Planned Parenthood and its allies spin the facts, in October of 2024, Planned Parenthood announced three closures in Missouri under the guise of providing greater access to abortion (emphasis added) — and an admittedly intentional move toward "virtual care access":

Richard Muniz, interim president and CEO of Planned Parenthood Great Rivers, said patient care can be transferred to other Planned Parenthood locations. He said the goal is to increase virtual care access and get patients in touch with providers sooner, and then into appointments more quickly.

It is clear that Planned Parenthood closures were occurring well before the federal Medicaid defunding, due to Planned Parenthood's own plans to restructure and move toward a money-saving virtual/telehealth model.

Reality Check:

Planned Parenthood has built a billion-dollar empire using American taxpayer dollars to endanger the health of the women and children it claims to serve — by killing preborn children in the womb and, more recently, grooming born children to reject the biological reality of their sex.

From 2024-25, before the BBB took effect, a record breaking $832 million was funneled to Planned Parenthood from taxpayers’ pockets while it killed more than 434,000 preborn children – a record number on both counts.

During that same "killer year," Planned Parenthood’s own reports showed plummeting health care services, like cancer screenings and well woman exams, among other actual health services, all while reporting net assets of more than $3.1 billion.

Today, the vast majority of Planned Parenthood's abortions are committed by pill, while the organization pivots to offering the abortion pill "Just in Case" — without a confirmed pregnancy — against Food and Drug Administration (FDA) approved REMS safety requirement.

Why It Matters:

Dehumanization: Targeting Minors

As Live Action News previously noted, "Planned Parenthood employs dehumanizing rhetoric and frameworks to equate preborn humans to "dryer lint" using debunked images to sanitize the mass genocide of human life."

In Live Action News' series, "A Nation Deceived," researcher Sheena Rodriguez detailed Planned Parenthood's dehumanization tactics used on minors in comprehensive sex-ed curriculum:

Utilizing debunked photographs, Planned Parenthood’s curriculum aims to dehumanize the preborn human child living and growing inside of the mother’s womb by depicting him/her as nothing of consequence. But this intentional distortion of reality perpetrated by Planned Parenthood could never actually replace the truth

The truth is that from the moment of conception, an individual human being is human and is aliveevidenced by the continued growth and further development of trillions of unique human cells and DNA.

Planned Parenthood's dehumanization tactics extend beyond abortion to so-called ‘gender affirming care’ practices, which even target minors.

"Planned Parenthood sexualizes and indoctrinates minors as a precursor to ‘transition.' It then acts to aid minors and young adults in 'transitioning' through the administration of puberty blockers and hormones and by referring them for life-altering surgeries," Rodriguez separately wrote in her 'Beyond Abortion' series, calling on Congress to investigate Planned Parenthood for "gender-affirming fraud."

Planned Parenthood's euphemistic “gender-affirming care” has seen explosive growth, and generally includes the following:

  • Providing ‘gender affirming sex ed’ (which is actually indoctrination) that leads to the acceptance of the intentional use of pronouns that are contrary to a person’s biological reality. This is often a precursor to ‘social transition.’

  • Breast binding (or “chest binding”) is the medically unnecessary compression of breast tissue for the purpose of appearing more masculine. Planned Parenthood provides education and resources on binding.

  • “Tucking” is defined by the group Genspect as “the practice of males compressing their genitalia into the groin or up between the legs to produce a “feminine” appearing crotch.” Genspect further describes “tucking” as “another do-it-yourself intervention that causes harm” and “is not recommended.” Planned Parenthood also provides education and resources on how to "tuck."

Live Action’s previous investigation also showed that the corporation targets minors and is willing to offer them hormones, sometimes the same day of a virtual call. It promotes pro-transgender ideology online and in schools, and has said it would like to “expand” these services to even more minors.

Abuse allegations

Allegations of abuse at Planned Parenthood have lingered for decades. The abortion corporation’s discrimination, documented Medicaid fraud, HIPAA violations, failure to report child sexual abuse, and massive privacy breaches of client data, should disqualify Planned Parenthood from getting one dime of taxpayer funds.

Planned Parenthood employees have testified that the organization is “steeped in white supremacy,” with “segregated offices,” “systemic racism” reported at multiple affiliates, and alleged unequal treatment of Black and minority employees.

An internal audit confirmed that the corporation still has a racism problem – and employees say it regularly violates labor laws, discriminating against pregnant and disabled employees, and more.

And tragically, as Live Action's own investigations documented, when children are sexually groomed by predators, Planned Parenthood is there – but not to help. Employee testimony and criminal court records have shown Planned Parenthood repeatedly violates federal regulations by failing to report the sexual abuse of minors.

In addition to these abuses, recent news stories have indicated that "care" at some Planned Parenthood facilities is resulting in patient injuries and death.

Recent examples from Live Action News:

  • Eighteen-year-old Lexi Arguello died after undergoing an abortion at a Planned Parenthood in Fort Collins, Colorado, in 2025. She was 22 weeks pregnant.

  • A 33-year-old woman underwent a chemical abortion at a Planned Parenthood facility in Salem, Oregon. She experienced heavy bleeding and felt faint, and was taken to the emergency room.

  • An 18-year-old patient was injured at the Chicago Near North Planned Parenthood in March. She experienced a uterine perforation, which is a serious injury that can cause severe hemorrhaging, internal bleeding, and even death.

Why It Matters:

While Planned Parenthood has closed over 50 facilities, it has no intention of ending its lethal and dehumanizing practices. In fact, even as federal dollars were defunded in 2025, Planned Parenthood gained funds from pro-abortion states, as previously stated.

This corrupt organization continues to be largely kept afloat by taxpayer funds. If politicians fail to act soon, it will regain access to millions in federal Medicaid dollars.

It was in July of 1970 that Planned Parenthood began to focus on an abortion business model — more than 55 years ago. And yet, for decades, it has successfully portrayed itself as a "health care provider." But what other "health care provider" has ended the lives of nearly 8 million defenseless human beings in their mother’s wombs by abortion while collecting $12.3B from taxpayers over 25 years?

This July, as we celebrate our nation's 250th anniversary, politicians need to act, and to give American taxpayers their independence from forcibly supporting an organization that harms children for profit.
