Nation’s most profitable abortion corporation gets taxpayer millions for teen sex ed

Planned Parenthood, the largest provider of abortions in the nation, has been caught covering for child sexual predators and has been the subject of multiple accusations of fraud, abuse, racism, and privacy violations. Despite all of this, the corporation is receiving millions in federal grant dollars for multiple Planned Parenthood affiliates from the Office of Population Affairs (OPA).

OPA is a government agency under the oversight of the U.S. Department of Health and Human Services (HHS); this agency currently funds 95 grants to communities for the Teen Pregnancy Prevention (TPP) Program. The TPP program has been described by OPA as a “national, evidence-based grant program that funds diverse organizations working to prevent teen pregnancy across the United States.”

HHS is currently led by former California Attorney General Xavier Becerra, a radical abortion enthusiast who has fought to preserve taxpayer funding for Planned Parenthood and actively worked to prosecute pro-life journalists with the Center for Medical Progress (CMP).

While Planned Parenthood characterizes itself as a leading sex educator for children and teens, a Live Action investigation revealed the abortion corporation’s willingness to encourage underaged teens to experiment with dangerous sexual practices. This risky sexual advice for boys and girls is still being funded by American taxpayers.

 

Planned Parenthood Mar Monte, Inc., (PPMM)

The most recent OPA TPP grant was awarded in 2021 when $12.6 million dollars was split between 13 organizations, including Planned Parenthood Mar Monte, Inc., (PPMM) for “Optimally Changing the Map for Teen Pregnancy Prevention (Tier 1).” According to the OPA release, PPMM was granted $1,004,826 for the TPP Program.

In 2020, PPMM reported committing 19,146 abortions, an increase of 13% from the 16,943 abortions reported just a few years earlier in 2016.

PPMM was at the center of CMP’s undercover investigation into Planned Parenthood’s alleged illegal sale of aborted fetal body parts. One example uncovered during the investigation showed that PPMM was paid nearly $25,000 for three months’ worth of aborted fetal body parts by its partner procurement agency, StemExpress. A 2017 article published in HIPAA Journal alleged that PPMM and others improperly disclosed protected health information and personally identifiable information of female patients to StemExpress in violation of the HIPAA Privacy Rule.

In 2016, the Senate Judiciary Committee referred Planned Parenthood Federation of America, four Planned Parenthood affiliates (including PPMM), and a number of fetal tissue procurement organizations to the FBI and the Department of Justice for criminal charges regarding their fetal tissue practices and transfers. To date, there has been no public resolution published in the matter.

Live Action News previously documented that PPMM has also received over $200 million in tax dollars from Medicare/Medicaid/CHIP, according to a review that was published in December 2020 by the Government Accountability Office (GAO). In addition, a local politician has proposed granting the affiliate $2 million in federal taxpayer dollars for projects that involve “relocation and renovation” assistance.

Planned Parenthood of Greater New York (PPGNY):

In 2019, Planned Parenthood of New York City (PPNYC), Nassau County (PPNC), Mid-Hudson Valley (PPMHV), Mohawk Hudson (PPMH), and Southern Finger Lakes (PSFL) merged to create the affiliate Planned Parenthood of Greater New York (PPGNY). In 2020, PPGNY was embroiled in a systemic racism controversy when hundreds of past and current employees published an open letter which alleged the abortion organization was “founded by a racist, white woman” and had a “present steeped in white supremacy.”

That same year (2020), despite PPGNY’s accusations of systemic racism, OPA funded $56.3 million to 49 organizations including grants directed to PPGNY in the amount of $1,169,173 and a second to PPGNY in the amount of $930,000.

The money will be used by PPGNY to target teens from 11 to 17 for Planned Parenthood’s Be Proud! Be Responsible!, and Project AIM sex education programs. PPGNY will also target youth with disabilities under their Project SHINE program.

To date, there is no published data on the number of abortions now committed by the newly created PPGNY affiliate; however, PPNYC’s 2018-2019 annual report reveals they committed 19,747 abortions in just one year. Additional 2018 reports show that PSFL committed 1,110 abortions, PPNC committed 2,599 abortions, and PPMHV committed 2,702 abortions.

Planned Parenthood of the Heartland (PPH):

In 2018, Planned Parenthood of the Heartland (PPH) merged with Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) to create the new Planned Parenthood North Central States (PPNST) affiliate. Yet, OPA’s website indicates that in 2020, Planned Parenthood of the Heartland (PPH) was granted $684,461 for TPP programs they claimed would be used to target “African American and Latinx youth,” ages 13 to 19. PPH also claimed they would “implement a three-year initiative to increase the community’s capacity to engage with African American and Latinx youth around their sexual and reproductive health.”

PPH will utilize the ¡Cuídate!, Draw the Line/Respect the Line, Families Talking Together, Health Improvement Project for Teens, Safer Sex Intervention, and Sisters, Informing, Healing, Living, Empowering curricula.

Live Action News previously documented how both PPH and PPMNS, the two Planned Parenthood affiliates that now make up PPNST, have had issues with patient privacy. A 2015 lawsuit involving employee misconduct cites a PPMNS HR manager who testified that a PP call center agent was terminated for a reportable HIPAA violation: “A call center supervisor testified that he received an e-mail from another employee… stating that [PP agent] had sent her a chat message stating that [PP agent] had just scheduled E.S.’s cousin as a patient, with a follow-up message stating the cousin’s name.” In 2016, PP of the Heartland reported a privacy breach, affecting 2,506 individuals. Then, in 2018, PP of the Heartland reported another privacy breach of 515 patients at its Bettendorf center.

In addition, Sue Thayer, former manager for Planned Parenthood of the Heartland’s Storm Lake and LeMars facilities in Iowa, claimed Planned Parenthood defrauded Medicaid out of millions by overcharging for services, illegally billing for abortion-related care.

Planned Parenthood of the Great Northwest and the Hawaiian Islands (PPGNHI):

In 2019, Planned Parenthood announced that the Planned Parenthood of the Great Northwest and the Hawaiian Islands (PPGNHI) affiliate was merging with Planned Parenthood of Indiana and Kentucky (PPINK) to create a new affiliate called Planned Parenthood Great Northwest, Hawaii, Alaska, Indiana, Kentucky (PPGNHAIK), which operates facilities in six states.

While Planned Parenthood claimed the merger “strengthens the organization’s ability to provide quality sexual and reproductive health care,” the organization’s financial reports revealed that for years, clients had plummeted at both affiliates while PPGNHI was spending millions on a telemed abortion hub.

OPA records indicate that PPGNHI was partner in a California program which received $1,532,000 in federal TPP taxpayer dollars in 2020. From 2015-2020, millions in TPP grants went to PPGNHI, PPH, as well as another affiliate:

Planned Parenthood receives millions in taxpayer dollars through these federally funded sex education programs and yet, as Live Action News previously pointed out, Planned Parenthood is not an altruistic, educational organization. It is a thriving abortion corporation, whose own goals seek to target teens to increase its “bucket of money.” Tragically when these same teens become pregnant, Planned Parenthood stands ready to end the lives of their preborn children.
