Numerous minors are reportedly receiving “gender affirming care” (GAC) in Oregon while Planned Parenthood affiliates operating in the state simultaneously report sharp increases in their provision of GAC. One of the pipelines to this "care" is Planned Parenthood's ‘peer led sex ed’ indoctrination program for teens.

Medicalized Ideology Targeting Minors

Analyzing insurance claims data, a recent study published by Oxford Academic’s Research Connections (April 2026) reported that from 2016 to 2023, in the state of Oregon, more than 1 in 250 biological young girls and about 1 in 630 biological young males, ages ranging from 8 to 17, were taking masculinizing or feminizing hormones.

Independent journalist Benjamin Ryan points out that the study’s findings were “... nearly three-fold higher for natal girls and nearly twice as high for natal boys…” when compared to a 2025 study analyzing national data between 2018 to 2022.

Ryan further reported that the study’s investigators were “keen to examine the rates of prescribing of puberty blockers and cross-sex hormones to treat pediatric gender dysphoria in a state that has a policy environment that is particularly supportive of pediatric gender medicine,” noting that: 

Oregon’s Medicaid program started covering these [gender-affirming] treatments for minors in 2014. In 2023, the state passed a so-called shield law to protect youths’ access to gender-transition treatment.    

Indeed, Oregon appears to have little issue with removing minors from their loving parents if those parents don't toe the "gender-affirming care" line.

Live Action research fellow Carole Novielli previously reported that Planned Parenthood and its affiliates, including in Oregon, have benefited from such shield laws that have expanded sex-rejecting services practiced on minors alongside protecting providers of life-ending abortions. 

Since then, Planned Parenthood’s affiliates operating in Oregon, Planned Parenthood of Southwestern Oregon (PPSO) and Columbia Willamette (PPCW), reported explosive growth in “gender-affirming care.” 

Explosive Growth in Sex-Rejecting Services

As a self-proclaimed leader in “gender affirming care,” and in an apparent correlation with the troubling Oregon study findings, PPSO and PPCW have reported considerable growth in a short amount of time.   

Planned Parenthood Columbia Willamette (PPCW)

From 2022-2023, PPCW reported: 

• Having reached over 12,000 youth with its obscene sex ed

• 6,798 abortions

• 1,236 “gender affirming care” visits 

From 2023-2024 (latest year publicly available) reported receiving over $15 million in Medicaid funding, and reported: 

• Having reached over 12,000 youth with its graphic sex ed 

• Over 7,800 abortions

• 3,309 “gender affirming care” visits   

That’s a greater than 167% increase in “gender-affirming care” visits from 2022-23 to 2023-24.

Planned Parenthood Southwestern Oregon (PPSO) 

From July 1, 2024-March 31, 2025 PPSO reported: 

• 1,398 abortions 

• 479 “gender-affirming care” visits 

From July 1, 2025-March 15, 2026, PPSO reported: 

• 1,442 abortions 

• 942 “gender-affirming care” visits

That is an increase of over 96% from 2024-25 to 2025-26.   

This follows the explosive growth in sex-rejecting services seen in other Planned Parenthood affiliates across the country, as Live Action News has previously noted. 

‘Revolution’ Teen Council  

Planned Parenthood maintains itself as a key figure in the gender ideological movement and the explosive growth of its medicalization seen in the U.S. One of the ways it does this is by continuing to create youth clubs that train teens to spread its propaganda among peers. 

Recently, PPSO took to social media to recruit more teens into its ‘Revolution’ Teen Council program, marketing it as a “a year-long leadership program for people ages 14-18.” PPSO's teen program claims to “train” teens to become “peer educators” and “advocate for reproductive justice” on school campuses and in the communities to “educate” other teens on abortion, birth control, gender ideology, and all the ways Planned Parenthood is there to 'help'. 

Live Action News has reported on Planned Parenthood’s numerous teen recruitment and ‘grooming’ clubs across the country, all of which are in alignment with neo-Marxist ‘queer theory,’ including: 

• Generation Action: Often working in conjunction with Advocates for Youth (AFY) to “train” teens to become activists. It focuses on Planned Parenthood’s “key priorities” such as "inclusivity, abortion stigma, trans inclusion, elections, and movement/power building.” 

• TeenM’power: Part of Planned Parenthood of the Rocky Mountains (PPRM), this group specifically targets teens as young as 13 and markets itself as a “group of LGBTQ+ youth and allies who come together and make memories.” It promises to provide “super comfy” couches, ample free food, dance parties, and game/movie events.  

• Queer in Canton: Part of Planned Parenthood of Greater Ohio (PPGOH), this group targets youth ages 12-17, claiming to offer “monthly peer support groups and social gathering[s]; safer injection kits for people going through hormone replacement therapy (HRT)... community closets for people who are transitioning and others to get free affirming clothes; and youth programming.”  

• Several other coalition groups also target teens. 

Planned Parenthood's Politicized Agenda

What does Planned Parenthood mean by “reproductive justice”?

Planned Parenthood’s Pacific Southwest affiliate states that “reproductive justice” must be looked at through a “human rights and social justice framework” and “... analyzes power systems, and addresses intersecting oppressions” — all politicized jargon for Planned Parenthood’s willful promotion of a neo-Marxist aligned political agenda known as ‘Queer Theory.’

Live Action News previously explained that ‘Queer Theory’ aims to abolish "normalcy" by “challeng[ing] objective reality and subvert[ing] established academic and societal standards under the guise of combating inequality.”

In this way, the taxpayer-subsidized PPSO is openly admitting to indoctrinating highly impressionable adolescent participants in its ‘Revolution’ Teen Council with a political ideology that is antithetical to American democracy, the traditional familiy, human dignity, and the sanctity of life.

This is what it's teaching teens, again, using the taxpayer dollars coming from millions of parents who simply have no idea it's happening.

The number of minors who undergo life-altering medicalized ideological services in Oregon are sobering. Now that American taxpayer funding of over $800 million has been restored to Planned Parenthood, this may only continue to grow.
