NEW YORK, NEW YORK - APRIL 16: Planned Parenthood signage is seen in the Financial District neighborhood of Manhattan on April 16, 2021 in New York City. The Biden administration's Department of Health and Human Services has begun the process of undoing a Trump administration policy, known as Title X, that stripped federal family-planning dollars from clinics that refer patients for abortions, a move that drove Planned Parenthood to withdraw from the program. Trump administration eliminates Planned Parenthood grants for 'sexually explicit' material

According to media reports, the Department of Health and Human Services (HHS) notified 50 organizations they would no longer receive teen pregnancy prevention (TPP) grants, due to the inclusion of "sexually explicit" content in the materials used for their programs.

Key Takeaways:

  • In 2025, HHS threatened to freeze TPP and Title X grants unless Planned Parenthood agreed to abide by President Trump's executive orders.

  • That funding was quietly reinstated in January.

  • Over 50 organizations, including Planned Parenthood, were informed late last week that they will no longer receive TPP grants due to the inclusion of "sexually explicit" content in their program materials.

The Details:

The Daily Signal reported that the letter informing Planned Parenthood of the change was sent Friday, June 26, 2026. Organizations offering family planning can receive grants to prevent teen pregnancy, but Planned Parenthood and the other organizations were accused of using materials that were “medically inaccurate,” “age-inappropriate,” and “sexually explicit;” therefore, they were told they did not qualify for the grants.

The letter, according to the Daily Signal, read:

Never miss the latest news in the fight for life.

After a review of all curricular content, OASH believes that some curricula normalize adolescent sexual activity and are not age appropriate, as they contain overly sexually explicit or pornographic content that is not necessary to achieve the TPP program’s statutory mission.

As a result, OASH is adjusting its discretionary Teen Pregnancy Prevention (TPP) Program award portfolio, which includes the decision not to renew some of its TPP Program awards in order to better prioritize agency resources towards the above-mentioned priorities.

This equaled a loss of  $67 million in TPP grants.

Why It Matters:

Planned Parenthood claims to be working towards reducing teen pregnancy rates, but its “sex ed” programs encourage sexual behavior, which therefore increases the risk of pregnancy.

Former Planned Parenthood sex educator Monica Cline wrote in a piece for the Washington Examiner that when she showed up to her job training, she believed she was there to encourage young people to not have sex, but instead was told to assume that “everyone was doing it.”

Furthermore, Cline said Planned Parenthood’s sex education is designed to remove parents from the equation. “That is why they say, ‘Parents are a barrier to service.’ Organizations like Planned Parenthood do not aspire for more in our children’s lives. Their answer to happiness and empowerment is to have sex, use a condom, get tested, treated, and have an abortion.”

In Live Action's investigative series on Planned Parenthood’s sex education, the reality of what teens are taught was revealed. This includes that “[t]he motto at Planned Parenthood seems to be sex with no strings attached. Teens are told that they can have sex wherever, whenever, and with whomever — and anything goes, as long as it’s consensual and contracepted.”

The Bottom Line:

The are real-world consequences to living a lifestyle promoted by Planned Parenthood. It leads to broken relationships, young adults who cannot understand true intimacy, and the loss of millions of preborn lives.
