REPORT DETAILS: Record-breaking abortions and taxpayer funding at Planned Parenthood

Planned Parenthood’s latest annual report (2023-2024), released this past weekend, reveals record-breaking abortion numbers and taxpayer funding.

With 402,230 abortions (up nearly 2.5% from the previous year) and nearly $800M in taxpayer funding (up more than 13% from the previous year), the numbers are staggering, and contradict the report’s claims that the corporation — founded by eugenicists who believed in the elimination of the ‘unfit’ — has been a “force for hope over the last century.”

In reality, even modern-day Planned Parenthood faces accusations of discrimination, fraud, abuse, and “systemic racism” by its own employees.

The report highlights the fact that Planned Parenthood is attempting “to block abortion bans in states around the country since the loss of the federal right to abortion in 2022,” and that it is part of “approximately 30 open cases, including challenges to abortion bans as well as lawsuits against Medicaid and medication abortion restrictions, medically unnecessary ultrasound and waiting period requirements, and other barriers to care.”

And given these abortion and taxpayer funding numbers, it isn’t hard to see why.

The Past Decade

From 2013-14 to 2023-24 (year ending 6/30/24), Planned Parenthood:

… committed nearly 3.6M abortions and received over $6.2B in taxpayer revenue.

… increased abortions by over 24% (from 324k to over 402k).

Latest Report Highlights

The latest 2023-24 report states:

National organization figures reflect operations of Planned Parenthood Federation of America, Inc. and Planned Parenthood Global, Inc. for the year ended June 30, 2024. Affiliate figures reflect the operations of 49 Planned Parenthood affiliates and are based on amounts reported in affiliate audited financial statements for fiscal years ended during 2023.

Abortions 

As stated above, Planned Parenthood’s abortions hit a record 402,230, according to its 2023-2024 annual report — an increase of 2.42% from the 392,715 abortions reported the previous year. This is an additional 9,515 preborn human beings aborted in one year, despite abortion restrictions in multiple states.

In 2024, former Planned Parenthood “special affiliate,” the Guttmacher Institute, recorded an “underestimated” figure of 1,038,100 “clinician-provided” abortions (which doesn’t include all abortions) committed in states where abortion is legal. Comparing this number with Planned Parenthood’s report reveals that Planned Parenthood continues to commit roughly 40% of abortions nationally.

Abortion remains a priority, with Planned Parenthood growing its “patient navigator” workforce to more than 90 employees who coordinated travel for “more than 100,000 people” seeking ‘gender-affirming care’ and abortion. The previous year, that number was just 33,000.

The report noted that “PPFA provided affiliates with $3.4 million through direct patient assistance funding” for “more than 12,500” clients who “traveled for abortions,” adding that the average received by recipients was $275, for things like transportation, lodging, meals, and “dependent care.” Its abortion “locator” website reportedly received just over 1.9M visits in a year — up from 863k the year prior.

Abortion Pill

Though Planned Parenthood’s report does not specify abortions by pill, its president has claimed that 70% of its abortion business is via this method. If that estimate holds, then it is possible the corporation committed nearly 282k chemical abortions last year. The corporation expanded services through its PPDirect app.

Though national 2024 abortion pill data has not been published, based on Guttmacher’s previous estimates regarding the abortion pill, it is reasonable to estimate that Planned Parenthood now commits just over 43% of all chemical (abortion pill) abortions.

Revenue

Most of Planned Parenthood’s taxpayer funding comes from Title X family planning funding and Medicaid reimbursements. Recipients of federal taxpayer dollars are required to report child sexual abuse, protect patient privacy, and refrain from discriminating based on race and other characteristics, yet Planned Parenthood has repeatedly failed to comply.

Its annual report shows an increase of more than 13% — from $699.3M in 2022-23 to $792.2 million in 2023-24 — nearly $93M more. This accounts for 39% of the organization’s total revenue.

Excess Revenue

Planned Parenthood’s total revenue was nearly the same in 2023-24 (~$2.03B) as in 2022-23 (~$2.05B). Expenses were at nearly $2B — roughly $123 million more than the previous year, partly due to the funding of abortion travel.

Excess revenue over expenses came to $27.4M, far less than the $178.6M recorded the prior year. As mentioned above, since 2000, Planned Parenthood has accumulated nearly $2.2B in excess revenue.

To date, Planned Parenthood’s total balance sheet (ending on June 30, 2024) shows that its net assets and total liabilities have now risen to $3.1B, the highest ever recorded.

Private Revenue

Planned Parenthood recorded just over $684M in private revenue, down just over 31% from $997.5M in 2022-23, which includes “foundation grants, corporate contributions, and support from nearly 503,000 active individual contributors” and “more than $29 million in bequests.”

While it claimed private donations made up 34% of overall revenue (down from 47% in 2022-23), the new annual report also noted that donors “provide approximately 88% of the national organizations’ revenue and 27% of affiliate revenue….”

That statement doesn’t seem to add up — especially since the new report revealed that “active individual contributors” fell nearly 13% (from 576,000 the prior year) and 31% (from 727,000) in 2021-22.

Contraceptive Services/STI Treatments 

Planned Parenthood’s total contraceptive services (which includes “counseling and care”) declined from the prior year by just over 1% (~2.25M in 2022-23 to ~2.22M in 2023-2024). They are down nearly 45% (from just over 4M) over a period of 15 years (2009).

Those services included 5,388 vasectomy services — the highest number recorded to date.

Live Action News previously exposed how Planned Parenthood Great Rivers (PPGR) announced plans to provide so-called “gender-affirming surgeries”; according the the affiliate’s impact report for 2022-23, these consist of vasectomy, hysterectomy, and oophorectomy (surgical removal of an ovary).

STI testing and treatment services declined nearly 11% in a year (from ~4.6M in 2022-23 to ~5.1M in 2023-2024).

Total Cancer Screenings 

Overall cancer screenings decreased as well, dropping just over 8% (~464k in 2022-23 to ~426k in 2023-2024). Total cancer screenings are down over 80% in a 20-year period, from a high of nearly 2.2M in 2004.

Breast screenings at Planned Parenthood dropped over 10% (~213k in 2022-23 to ~191k in 2023-2024); its “breast care” services have plummeted over 82% from a high of more than 1M in 2000. The organization occasionally partners with mobile mammogram clinics to offer screening outside its facilities, but PP only offers “breast exam” services and advises potential clients to seek referrals for mammograms.

Pap tests fell over 12% (~198k in 2022-23 to ~173k in 2023-2024), down over 85% from a high of nearly 1.2M in 2004. Less than 1% of women receive their Pap tests at Planned Parenthood.

Planned Parenthood also offers HPV vaccinations (up from the prior year) and colposcopy procedures (dropping annually for several years), among other screenings.

Miscarriage ‘Care’/Other reproductive health services

Planned Parenthood’s “other reproductive health services” total (which once included well-woman exams, pregnancy tests, prenatal care, and miscarriage care) increased nearly 2% (from 1,065,041 in 2022-23 to 1,083,304 in 2023-2024).

The “well woman exam” category has been replaced by the “preventative care visits” category. If these categories are equal and the “woman” moniker was changed for inclusivity, it would reveal a minuscule increase (after a large decrease last year) — from ~129k in 2022-23 to ~129.6k in 2023-2024. Despite this, the category has dropped about 45% from a “well woman exams” high of 235k in 2016.

Miscarriage care” is a relatively new service category, and some speculate that this includes treating abortion pill complications/incomplete abortions. While “miscarriage care” is undefined, this service remained virtually identical (3,604 in 2022-23 to 3,598 in 2023-2024) year to year.

Pregnancy testing has risen and declined over the years, landing around 943k in 2023-2024, slightly higher than the nearly 926k in 2022-23.

Prenatal Services

In the mid-to-late 1990s, Planned Parenthood suggested that prenatal care was its “fastest-growing area.” But for years now, this has been declining. Live Action exposed this fiction in an undercover investigation, which led the corporation to purge misleading ‘prenatal care’ text from its own website.

 

Today, Planned Parenthood’s website reflects the fact that only “some” Planned Parenthood facilities even offer prenatal care.

Prenatal care services at Planned Parenthood increased nearly 11% (~7k up from ~6.3k in 2022-23), but the service has declined drastically over time by a staggering 77% from its high in 2010.

Today, Planned Parenthood commits slightly over 57 abortions for every one prenatal care service it provides. Since 2000, Planned Parenthood aborted 7.5M preborn children and only provided 323,286 prenatal care services.

Other Services/ Adoption Referrals

This ‘catch-all’ category comprises “other” services — totaling nearly 183k, down from nearly 326k “other services” the year prior. Primary care visits, which include “evaluations for referral to specialists” (possibly including “gender-affirming care” referrals), dropped nearly 14% (~71k to ~61k).

Perhaps most shockingly, adoption referrals ticked up nearly 25% in the most recent report (to ~2.1k, up from ~1.7k). But adoption referrals have fallen over 56% since a high of ~4.9k in 2007. This means that for every adoption referral, Planned Parenthood kills over 187 preborn children.

“Gender-affirming care” is not individually listed as a category on Planned Parenthood’s national report, which recorded that 45 affiliates were “providing gender-affirming hormone therapy” in its 2022-23 report. The organization blends these services under “other procedures” to include “include WIC services (a federally funded nutrition program for low-income women, infants, and children up to the age of five), pediatric care, transgender services, other adult preventive care, and high complexity visits, including infertility services.”

In past years, the “other procedures” category climbed over 1500% (~16k in 2020 to ~257k in 2021), with some suspecting “gender-affirming” services to be the cause. However, the 2022-23 report’s “other procedures” category fell by 30% (to ~177) and dropped another 56% the current year (to ~78k). By not specifying the services provided under broad categories, Planned Parenthood could easily bury these numbers wherever it chooses from year to year, making it nearly impossible to track based on annual reports.

Total Services and Clients

In 2023, Planned Parenthood health centers saw 2.08 million patients, collectively delivering more than 9.45 million services,” the 2023-2024 report stated. This is a slight increase of nearly 1.5% from the 2.05M clients recorded the previous year, yet a nearly 33% decrease from its record high of 3.1M in 2006.

Federally Qualified Health Centers (FQHCs), which do not commit abortions, served over 15 times as many men and women and nearly 10 times as many women as Planned Parenthood in 2023. FQHCs have increased health care services and clients to a point where they outnumber Planned Parenthood centers 25 to 1. Planned Parenthood’s total facilities (nearly 600) and affiliates (49) remained basically the same in 2023-24 as the previous year.

Total services at Planned Parenthood increased 3.49% (~9.1M in 2022-23 to ~9.5M in 2023-2024. “Total” services include over 5M STI testing and screening services, 2.2M contraceptive services, and 943k pregnancy tests (each counting as a “service”) — which is why Planned Parenthood can claim that abortion makes up just 4% of its total services.

Planned Parenthood has claimed that 50% of its clients are “people of color” with “more than 511,000 patients identify[ing] as Latino, and roughly 351,000 patients identify[ing] as Black.”

Just 2% of women of reproductive age receive services from Planned Parenthood.

Summary

In 2023, Planned Parenthood Federation of America (PPFA) made the “strategic decision” to restructure by laying off staff at the national level and using those dollars to “build a powerful movement for abortion access at the local and state level.”

Today, Planned Parenthood is painted as a victim by pro-abortion media despite the organization being rife with accusations of abuse while failing to comply with basic government regulations for receiving taxpayer funds.

Planned Parenthood receives increased taxpayer dollars annually while actual health services regularly decrease. The organization now commits over 57 abortions for every one prenatal care service, and kills over 187 preborn babies for every one adoption referral.

While Planned Parenthood rakes in nearly $2.2M daily from taxpayers, it also ends the lives of 1,102 preborn human beings daily by abortion — nearly 46 per hour, and one every 78 seconds.
