Proposed Trump budget includes partial defunding of Planned Parenthood

President Trump's proposed budget for Fiscal Year 2027 includes several pro-life provisions, including one that would partially defund Planned Parenthood.

The Details:

President Trump released his proposed FY2027 budget on Tuesday, which includes the partial defunding of Planned Parenthood and other abortion businesses. Additional pro-life provisions are also included in the proposed budget.

New provisions

Defunding Abortion Providers: A new provision in the bill under Labor, Healt, and Human Services states that "none of the funds made available by this Act may be made available ... to a prohibited entity."

Prohibited entities include any "affiliates, subsidiaries, successors, and clinics" that commit abortions, with an exception for babies conceived in rape or incest or when the mother has a physical condition that could put her life at risk.

This would ultimately defund Planned Parenthood and other abortion businesses, prohibiting them from receiving funding under the Labor, Health and Human Services appropriations bill.

Protecting Life in Global Health Assistance: This new provision under National Security and Department of State Appropriations would prevent grant money from being awarded to nongovernmental organizations or international organizations if the Secretary of State finds those organizations to be non-compliant with the Protecting Life in Foreign Assistance rule, published on January 27, 2026.

Stop Federal Funding for Research Using Aborted Fetal Tissue: The budget bill also includes a new provision under Labor, Health, and Human Services to stop the Department of Health and Human Services' (HHS) funding of research that uses the tissue and cells of aborted children. While this provision has been previously included in legislation, it has never been signed into law.

Abortion Training Opt-In Requirement for Medical Students: Another new provision under the Labor, Health and Human Services Appropriations would dictate that abortion training for medical students be "opt-in" as opposed to "opt-out."

It would prohibit federal funds from going to medical training programs if those programs require students to be trained to commit abortions or opt out. Instead, these programs would have to have students opt in to the training to prevent discrimination against pro-life students or students who do not want to participate in abortions.

As Gavin Oxley explained for RealClearPolicy, “Such requirements place unethical pressures on medical students/residents to violate their conscience in order to not be targeted for their life-affirming beliefs.”

Additional pro-life provisions

The Hyde Amendment: This rider, first introduced in 1976, protects federal taxpayer dollars from funding abortions except those committed on babies conceived in rape or incest, or when the mother's life is believed to be at risk.

The Hyde-Weldon Amendment on Conscience Protection for Health Care Entities: This provision would prevent HHS funding recipients from discriminating against health care organizations that do not commit or refer for abortions.

Eliminate Funding for the Teen Pregnancy Prevention (TPP) Program: This is the second-largest discretionary funding stream for Planned Parenthood.

Over three years, Planned Parenthood spent $11 million in TPP funding on its teen pregnancy reduction programs that have been largely ineffective at actually reducing teen pregnancy, STDs, and risky sexual behaviors. Planned Parenthood's sex ed programs contain explicit materials and are designed to omit parents from the equation, according to former Planned Parenthood sex educator Monica Cline.

Global Health Strategy: This provision would "end the previous administration's abuse of [global health] programs" — including the funding of abortions in Mozambique through PEPFAR — "and to execute State's newly released America First Global Health Strategy."

The Helms and Siljander Amendments: Under National Security, Department of State Appropriations, the budget provisions prevent foreign funding for international abortions and prohibit federal funding from being used to lobby for or against abortion.

The Kemp-Kasten Coercive Abortion Provision: This provision would direct the president to end funding for organizations that support or take part in the management of coercive abortion programs. Earlier this year, this provision allowed for the redirection of funding from the United Nations Population Fund to maternal/child health programs.

Other provisions: The proposed budget would also...

  • prevent tax dollars from funding abortions on the preborn babies of federal prisoners

  • allow conscience protections for prison employees

  • prevent Legal Services Corporation funds from going to organizations that take part in abortion-related litigation

  • prevent Peace Corps funds from being used to pay for abortions, except for those on babies conceived in rape and incest

  • prevent the funding of abortion through the Federal Employee Health Benefits program

  • prevent federal and Washington D.C. revenues from being used for abortion in the District of Columbia

Commentary:

“President Trump’s 2027 budget proposal is a major step toward restoring a culture of life in federal policy," said Mark Wiltz, Live Action's Director of Government Affairs, adding:

"From reinforcing longstanding protections like Hyde and Helms to potentially advancing new provisions that would finally stop taxpayer funding from flowing to abortionists, this budget shows the will of millions of Americans who do not want their tax dollars complicit in the destruction of the preborn.

We especially commend the inclusion of provisions to defund Planned Parenthood, end federal support for research using aborted fetal tissue, and strengthen conscience protections for medical students and professionals. These are not only sound policy choices, but they are moral imperatives."

He concluded, "Now Congress must act decisively to enact these protections into law and ensure they are permanent, not temporary victories in the appropriations process.”
