Planned Parenthood: Soldiers can’t be forced to participate in torture, but taxpayers can

In the latest GOP debate, Donald Trump provoked a storm of criticism by insisting that, as President, he would force US soldiers to violate the law and commit war crimes, including torturing prisoners and assassinating children.

Apparently in reference to these remarks, Cecile Richards, the president of Planned Parenthood, tweeted a line from Hillary Clinton:

Here I agree wholeheartedly with Richards: the President does not have the authority to force Americans to participate in crimes against humanity.

However, neither Cecile Richards nor Hillary Clinton seems to mind that President Obama is currently forcing American taxpayers to fund Planned Parenthood. On the contrary, both Richards and Clinton loudly insist that Americans must continue funding the organization, despite the fact that Planned Parenthood commits the following atrocities:

1) Dismembering, disemboweling, and decapitating living human beings:

2) Selling the leftover pieces for profit:

3) Openly defending infanticide:

Here is my question for Richards: If the President can’t force soldiers to participate in the torture of prisoners, why can he or she force taxpayers to fund the torture of babies?
