Congress continues to fund Planned Parenthood-backed sex ed
On February 3, President Trump signed the “Consolidated Appropriations Act, 2026” into law, which includes funding for grants Planned Parenthood typically receives for sex-ed programs that promote abortion. The funding will continue through fiscal year (FY) 2026 (September 30, 2026).
A recently signed appropriations bill contained funding for Teen Pregnancy Prevention (TPP) and the Personal Responsibility Education Program (PREP) grants, which have frequently been used to fund Planned Parenthood affiliates.
Planned Parenthood and its affiliates continue to receive substantial taxpayer funds from multiple sources, ranging from Title X grants to ‘sex-ed’ programs.
Congressionally-approved funding through the Office of the Secretary account included $107.8 million for Teen Pregnancy Prevention Community Grants and $35 million for Sexual Risk Avoidance Education.
Of the allocated funding...
$101 million was appropriated for “... competitive contracts and grants to public and private entities to fund medically accurate and age appropriate programs that reduce teen pregnancy….”
$6.8 million will go towards “longitudinal evaluations” of “teen pregnancy prevention approaches.”
Appropriations also included “embryo adoption activities” which may be used “to provide to individuals adopting embryos, through grants and other mechanisms, medical and administrative services deemed necessary for such adoptions.”
Additionally, under the Patient Protection and Affordable Care Act (ACA), Congress reauthorized FY 2025 funding levels for the Personal Responsibility Education Program (PREP), which consists of sex education programs for populations deemed ‘high risk’ for STIs or teen pregnancies. Often, state PREP programs use curricula promoted by the Future of Sex Ed (FoSE) Coalition, which includes Planned Parenthood, as Live Action News previously reported.
The Act did include the continuation of certain pro-life protections provided by the Hyde Amendment (which prohibits federal funds from being used to pay for most abortions) and the Dickey-Wicker Amendment (which prohibits federal funds from being used in the facilitation of and destruction of human embryos).
Previously, a discretionary budget request from the Trump administration included cuts to the government-based sex education program known as the Teen Pregnancy Prevention Program (TPPP), for which six Planned Parenthood affiliated locations have received over $5 million annually since 2023.
Last year, President Trump signed several executive orders aiming to restrict funding for the TPP and PREP programs in an effort to combat scientifically inaccurate transgender ideology and DEI initiatives commonly intertwined in Planned Parenthood and the FoSE coalition’s sex-ed programs.
Reuters later reported that a judge ruled in favor of Planned Parenthood, claiming that Health and Human Services (HHS) policy violated the Administrative Procedure Act. The court opinion claimed that HHS was "too vague" in describing how it intended to implement its policy and how compliance to policy changes could be achieved by grant recipients like Planned Parenthood.

In the guidance, HHS said that grant recipients must ensure that the curricula in their teen pregnancy programs do not promote “ideological content” about gender identity and diversity, equity and inclusion.
In a statement announcing the policy, HHS said it “ensures that taxpayer dollars no longer support content that undermines parental rights, promotes radical gender ideology, or exposes children to sexually explicit material under the banner of public health.”
Planned Parenthood of New York and other Planned Parenthood affiliates, which receive the teen pregnancy prevention grants, sued to block the guidance in July, after they were approved to receive the funding. The lawsuit claimed the groups could not draw down their funds without certifying compliance with the policy, which they said would require them to change their programming in a way that would make it ineffective.
In other words, Planned Parenthood seems to have admitted that at the very core of its programming were radical gender ideology, sexually explicit material, and more.
As Live Action News previously noted, "The effectiveness of TPPP at actually preventing teen sexual activity or pregnancy over the years has not been proven."

Mark Wiltz, Live Action’s Director of Government Affairs, notes that instead of funding sexualized misinformation masquerading as sex-ed, “Federal policy should reflect the truth that every human life is sacred and created in the image of God,” and funding should be invested into educational initiatives like “fetal development programs that reveal the beauty and dignity of life in the womb.”

Wiltz continued, “At the same time, our culture must reaffirm that human sexuality is a gift ordered toward faithful, sacrificial love within marriage. When we teach young people these truths, we promote a culture of life, virtue, and authentic human flourishing.”
