Trump Administration Makes  Tragic Mistake on IVF Expansion 

Must pivot to Solutions that Protect All Human Life

Washington, D.C. – Today, Live Action, one of the nation’s leading human-rights organizations, responded to President Trump’s announcement urging employers to expand access to in vitro fertilization (IVF) as a standalone employee benefit.

This announcement continues the administration’s incremental steps to broaden IVF access, following the February 2025 executive order directing agencies to “reduce barriers” and “lower costs” for IVF treatment. While promoted as support for family formation, these policies deepen the federal government’s involvement in an industry that routinely destroys and freezes human embryos, treating life as easily disposable.

Live Action has consistently called for an end to the embryo destruction inherent in IVF. In a recent memo to the White House, the organization urged the administration to instead promote Restorative Reproductive Medicine (RRM)—a life-affirming approach that treats infertility at its root without creating, freezing, or destroying human embryos.  

Key concerns highlighted in Live Action’s recent memo to the White House include:

  • High Human Embryo Loss Rate: On average, 9 embryos are created per IVF cycle; more than 85 percent are frozen, miscarried, discarded, or used for experimentation.

  • Low Success Rate: Fewer than 10 percent of embryos created through IVF result in a live birth. Only 43 percent of IVF cycles for women under 35, 31 percent for ages 35–37, 19 percent for ages 38–40, and under 10 percent for those over 40 lead to a liveborn child.

  • Frozen Embryo Crisis: Over 1 million embryos remain frozen in the United States with no clear path forward for their fate (NIH).

  • Ethical and Effective Alternative: Restorative Reproductive Medicine achieves comparable success rates by treating root causes of infertility—without destroying embryos.

While this action from the administration stops short of direct taxpayer funding for IVF, it nonetheless moves in a dangerous direction,  normalizing  embryo destruction and pressuring employers to treat the creation of human life as a workplace benefit.

“Every human life is precious, and while we applaud efforts to champion human life and increase fertility, IVF is a dangerous practice which destroys more human children every year than abortion.

Although we’re grateful a subsidy or mandate has not been put in place, the encouragement of IVF means more children will be created and destroyed. 

The administration has made a mistake pressuring and incentivizing employers to offer IVF coverage as casually as they would dental or vision care. This policy normalizes a practice that creates and destroys human embryos, rather than values life from the moment of conception. 

This policy should be reversed immediately so that every child is treated as a gift from God and not as a product of convenience.

Instead of promoting an industry that treats human embryos as disposable, the administration should champion Restorative Reproductive Medicine (RRM)—a life-affirming approach that addresses infertility by healing the body, rather than treating the symptom.”
