Trump administration proposes tapping childcare subsidy for stay-at-home parents
President Donald Trump is proposing a federal subsidy that could benefit some married stay-at-home parents using funding from a childcare assistance program.
The Trump administration is drafting a rule that would give stay-at-home parents $9,000 from a program meant to help cover the cost of childcare.
The proposal is heavily backed by Vice President JD Vance.
One proponent said its her 'favorite' Trump administration policy.
Opponents say the proposal idea is vulnerable to fraud, incentivizes parents not to work, and is 'socialism.'
The Trump administration is drafting a rule that could allow some stay-at-home parents to receive approximately $9,000 annually per child. Under the “stay-at-home parent child care subsidy proposal,” a married couple could qualify for the funding if one spouse is caring for children at home and the other is working at least 35 hours per week. The family would also have to meet income requirements that vary by state.
As it stands now, families are able to apply for federal funds to subsidize their childcare costs through the Child Care and Development Fund. The fund, started by the Clinton administration, gives families $9,000 per child per year to cover day care costs. According to a ConsumerAffairs analysis, "[T]he average cost of daycare is $14,000 annually — more than 14% of the median family pretax income and twice the seven percent affordability benchmark set by the U.S. Department of Health and Human Services." The Child Care and Development Fund money is paid directly to the day care facilities and is meant to help low- and moderate-income parents afford child care. Some of that funding would be allocated to qualifying families in lieu of funding for daycare.
The proposed subsidy would take some of that funding and give it directly to stay-at-home parents. Vice President JD Vance is behind the proposal. Vance has long been a vocal proponent for traditional family values. In a 2021 Wall Street Journal article titled “Biden’s Daycare Plan Is Bad for Families,” Vance was quoted as saying, “Young children are clearly happier and healthier when they spend the day at home with a parent.”
The New York Times reported, “The policy change would effectively create a government incentive for parents to stay home with their children, an idea embraced as part of a broader conservative effort to advance policies that promote more mothers staying at home.”
Fox News host, Rachel Campos-Duffy — who is married to Transportation Secretary Sean Duffy — called it her "favorite policy, like ever, that President Trump has brought." She added, "The money set aside to pay for childcare is going, right now, to day care centers and to women who are unmarried, and it incentivizes people not to get married in order to get this money, and now, this says, 'No, if you're an at-home mom, you're working too, and you're gonna get a piece of that money, too.' I think it really sends a powerful philosophical message."
But while supporters of the proposed funding argue that it's unfair for two-income families using commercial daycare to get subsidies while parents who sacrifice a second income to stay home with their children don't, not everyone is behind this policy proposal, with some calling it "socialism." Campos-Duffy's Fox News co-host Lawrence Jones said, "It's definitely a political winner. I see what the president is doing, but I think it's a terrible idea. It's socialism. Just give me the money! Just give me more of my money.... Just lower my taxes."
In addition, concerns about the sharing of funds and the possibility of fraudulent claims have been raised.
The proposal has not been enacted and is still in the drafting phase. Once completed, it would likely require White House approval and then would be up for a public comment period before finalization. If this proposal goes through, a 2027 effective date is expected.
