Andorran Prime Minister vows to decriminalize abortion
Andorran Prime Minister Xavier Espot has vowed to decriminalize abortion by April "whether the Holy See likes it or not." All preborn children are currently protected from abortion in the principality.
Andorran Prime Minister Xavier Espot has said abortion will be decriminalized by April 2027.
Despite years of discussions with the Holy See, he said he will move forward with a proposal to legalize abortion "whether the Holy See likes it or not."
The legislation would only need approval of one of the two heads of state: President of France Emmanuel Macron and Bishop Joseph Lluís Serrano Pentinat.
The predominantly Catholic principality of Andorra, located in southwestern Europe between France and Spain, includes a Catholic bishop as one of the two heads of state — yet it is set to approve a law to decriminalize abortion before parliamentary elections in April 2027, said Espot on September 8.
He noted that talks with the Holy See, the universal governing body of the Catholic Church, will continue, but that abortion will be decriminalized in Andorra regardless of an agreement.
The government wants to continue its relationship with the Holy See and seeks a compromise, leading to years of discussions that appear to be coming to a close.
But the Catholic Church does not compromise on serious matters like abortion.
As reported by LifeSiteNews, "On top of the moral and policy implications, changes to abortion laws would have ramifications for the institutional stability of the arrangement."
Espot, however, is dedicated to seeing abortion decriminalized in at least some aspect.
“What the government must gain as a result of this dialogue is the deep conviction that whatever we do, whether the Holy See likes it or not will not jeopardize our institutional system." He said that discussions with the Holy See will move forward “with our sights set on the upcoming parliamentary session and, therefore, with the assurance that we can pass legislation to decriminalize abortion.”
The proposal to decriminalize abortion has not been published, causing wide speculation as to what exactly the parameters would be. However, under the law, legislation would require the signature of only one of the two co-princes, and the two co-princes of Andorra are the president of France (Emmanuel Macron) and the current bishop of Urgell (Bishop Joseph Lluís Serrano Pentinat).
Pope Leo XIV maintains that abortion is a grave sin.
In January, he said, "In light of this profound vision of life as a gift to be cherished, and of the family as its responsible guardian, we categorically reject any practice that denies or exploits the origin of life and its development."
He said abortion “cuts short a growing life and refuses to welcome the gift of life.”
He also told the diplomats that the Holy See “considers it deplorable that public resources are allocated to suppress life, rather than being invested to support mothers and families. The primary objective must remain the protection of every unborn child and the effective and concrete support of every woman so that she is able to welcome life.”
