Bill requiring community colleges to offer abortion pill awaits governor's signature
A bill requiring community college campuses in California to offer the abortion pill has passed the state's legislature and is now at the desk of Governor Gavin Newsom, awaiting his signature.
California lawmakers have passed legislation that would require community colleges with student health centers to stock the abortion pill.
The colleges would also be required to advertise the abortion pill.
The bill follows a 2023 law requiring the state's public universities to carry the abortion pill. An estimated 1,700 abortions have been committed on campuses due to that law.
Assembly Bill 2540 requires all community colleges with health centers to offer the abortion pill; those without student health centers will be required to refer students for off-campus abortions. It also stipulates that all universities offering the abortion pill will be required to “promote awareness of the services for abortion by medication techniques that the student health center offers, provide information on those services to students, and post the availability of those services on its internet website.”
The legislation passed the state Assembly in May, and the Senate in August. On September 10, it was sent to Governor Gavin Newsom, who is expected to sign it.
If Newsom signs, the legislation will take effect in 2029.
The bill follows a 2023 law requiring all state universities to provide the abortion pill to students.
The College Fix reports that, according to their recent analysis of data from the California Commission on the Status of Women and Girls, 1,700 abortions have been committed on California university campuses since that legislation went into effect.
Notably, the Health Services' Association of California Community Colleges does not support the new legislation.

In a letter to legislators, it said community college health centers do not prescribe the abortion pill, nor do they have sufficient staffing or the infrastructure that would be required to dispense the drugs.
Michelle Barkley, president of the association and a nurse at a community college, said that the health centers on community college campuses act as an entry point for students to receive health care referrals; they are not full-service clinics.
“Some of our campuses have 5,000 students,” she said. “Their health center is run by a single registered nurse."
Leandra Wells with the California Family Council testified against the bill in July, recounting her own experience as a pregnant college student.
“I was overwhelmed and afraid… This bill tells women that an abortion pill is the easiest solution, but fear is not a reason to end a life, and ending a life is not health care,” she said.
Wells got her degree three weeks after her son was born.
“This bill tells women they cannot have an education and be a mother, but we all know women are far more capable than that,” she said.
